The First Eagle by Tony Hillerman

Acting Lieutenant Jim Chee catches a Hopi standing over the body of a Navajo officer with blood on his hands.  What at first appears to be an open and shut case is anything but that when a missing person, vector control specialist, cannot be found along with a missing government Jeep. 

Enter retired officer Joe Leaphorn and as usual things get interesting.  The trails intertwine in many directions leading to a wrapped up conclusion through diligent work.

As always Hillerman writes a good mystery that is solved through observation and diligence, not by high tech paraphernalia.
